Advice needed - keep treating, wait or cull?

We have a 3 year old rooster that has some problem with his vent. It appears to be caked on poop or a large scab that covers just about his entire vent. He's able to strain and still poop, but much smaller than usual.

We've soaked him 3 days in a row and tried to remove this stuff. It isn't coming off and is stuck tight. Tonight a section pulled loose and it looks very bloody underneath.

He's eating well and acting well, but walking around like that can't be good. Is it something that can infect the hens? Is it possible it's a huge scab that will correct itself? Emotional attachment comes into play, so I'm willing to wait and see. At the same time, I don't want to endanger the rest of the flock.
