Contain the dog, call animal control and have them pick up the "stray chicken killing dog" and keep quiet as to it's whereabouts. If the owner does find out where it is they will have to bail it out and may think twice about letting it run loose. If not your problem is solved.

Is animal control an option? The neighbor's daughter's boyfriend will probably have to pay to get it back. Especially if it's not up to date with shots and such. That's a huge no-no.
