Aggresive Hen? or a roo?

I hear no rooster noise, but the other day I noiticed, what I thought was a hen, mating with anouther hen? Is this possible or may I have a roo? They are about 21 weeks old. Just got rid of what I thuoght was my only 2 roo's, a few weeks ago? Do you think this lady may really be a roo, because of the way she's acting? (She looks like a hen to me)

I have 3 white rocks I'm not too sure which one it is now? I guess I could post all 3.. Is this something a top hen would do?

One of my BR hens mounts my BA hen almost everyday, I have no idea why, but she lays an egg a day so I know that she is not a rooster
