Aggression in Girlfriend's Budgie

Hey y'all, it's me again. I just saw that there was a pet bird section for BYC and remembered my girlfriend's mean budgie, Mango (A.K.A. The Murder Bird). I think that she got 3 budgies at first, and the next day, Murder Bird was perched in the cage with the other ones dead. They later bought another one (I don't know why they did), and he was dead the next day. He's also aggressive to humans and, well... Everything. He hates everything. Any tips to get him to stop being such a little *bleep*? Also, Mango is a family pet with many kids, some younger, so he really needs to be tamed down.

I would recommend target training the bird through the bars of the cage.
