Unfortunately, I agree. At this point, with the amount of issues that you say are constantly showing up -- and what causes the issues to begin with -- these animals are being neglected.

Call them and say you want to surrender due to neglect. Explain that you aren't capable of treating these issues, and that your parents refuse to seek medical care for the animals. If your parents don't sign the animals over, animal control could seize them depending on the condition they're in.

You don't bring them. They come to you and take the animals. If the animals are in the condition you describe them as, they will take them by force.

Not calling them is being complicit in the suffering and neglect of these animals.

You've posted before about having your own phone. Call them. If you can't, have your older brother call them.

People take animal neglect very seriously. Either you call them, or someone else will. It'll be easier for all involved if you willingly make the call.
