Air cells on duck eggs day 22.

Incubation our first lot of successful (fingers crossed) duck eggs. Last year we incubated over 30 and only ended up with 2 ducklings, this year with a new drake and 11 out of the 12 we've incubated are so far showing good signs. The only thing concerning me is the air cells, I was led to believe that by day 25 they should take up a third of the egg? We are on day 22 and they seem to small. Any opinions or advice

They are Cherry Valley x Indian runner, possibly some cherry x khaki Campbell as they occasionally mix
