I'd say that's your culprit right there.

I've never had a rooster be aggressive to chicks, one of mine was a pretty active parent with the broody hen. Other hens can and will kill littles. Doxies can have a pretty high prey drive, and since she'd already taken notice of them, I'm guessing she just "played" them to death.
