Almost 10 months, never started laying

I have an EE that I purchased back in March who hasn't started to lay yet. It's definitely a hen (no sickles or saddle feathers, rounded neck feathers) she has a total of 14 hrs a daylight / heat light, eats layer pellets with occasional left overs, is not molting, is at bottom of pecking order of 6 hens, no lice, no mites, not overweight, comb is red, pelvic bone is tight as can be. I've hatched and raised chickens for years, and this is a first for me. What am I missing?
 
Sometimes you just get a defective animal. It’s a bummer but just the luck of the draw.

Then there was the time I got some eggs from a breeder and hatched some Ameraucana in March. Nine months later the first pullet from that hatch laid her first egg. I had three of those pullets. In December, the shortest days of the year and I do not use supplemental lighting.

What makes it even stranger is that I hatched some pullets from them that started laying at about five months. When they start laying is supposed to be at least partly tied to heredity, not in that case. I don’t have a clue what went on.
 
I was asked to take some 2 year old hens 3 layed fine 1 layed a fairy egg once a month. The last was also HUGE! I had others the same breed that were probably 3/4 the size. A few months later i got my first roosters. She got into an all out cock fight with them. Neck feathers flaring, jumping, kicking, pecking the whole nine yards. There was minor integration fights with the other hens. I caught her eating eggs a week later and ... I am convinced she was a hermaphrodite to some extent but will never know for sure since i wasn't mentally prepared to slaughter and use yet.
