My guess is that she's a pullet, but just starting to mature before the other one. In a few weeks, they'll probably both have the larger comb and wattles.

Sorry it's not just of her ... it's the closest to the same age as yours is ... I wasn't really trying to get a picture of her, but the roo that kept moving LOL!

I think pullet too. 15 weeks isn't that young for a red comb and wattles on a hen. The hackle feathers don't look pointy and I don't see any saddle feathers either. But I'm new to this.

I am going to say pullet because though she is red in the comb and wattles, it is more likely due to her maturing. If it were a cockerel, you would see the saddle feathers coming in and hackles, plus her coloring is typical girl.
So, No, you are not a roo, nor is your bird.
