Not Ameraucana. He's a crossbreed with a bearded, white skinned parent. I'll go even further and say you wouldn't necessarily call him an EE, either. He is single combed, which would mean he most likely does not carry a blue egg gene at all.

She might, it depends on her genetic background. If she has two blue egg genes all offspring will lay blue eggs. If she only has one then half will lay blue and half won't.Tha
