The light one has a little too much comb with pink color which suggests male. But I wouldn't swear to it yet. If the saddle feathers start to come in pointed then it would definitely be a he. It may be a little early on the saddle feathers so I wouldn't call it yet. But you should start preparing the kids for the possibility that it will be male.
Is there a reason you can't keep a rooster?

Town ordinance....we are only allowed 4 hens here. I have to stay to care for an elderly parent, but someday we will move to the country

If necessary, I will definitely look to rehome In a safe place, these are useful but well loved pets to us

Looks like a pullet to me. I see no pointed hackle or saddle feathers. It’s not common but it does happen that some pullets will sport long tail feathers reminiscent of a cock’s sickle feathers.

They are pretty close....the light one may be very slightly larger, but you’d have to scrutinize pretty close to see. So I would say not a real noticeable difference.
