one of my blue silkies had hay string wrapped around its extra toes and I didn't know, no telling how long it's been there but it was cutting into the toes, I pinched them and he did nothing, I am sure they are dead, do I need to cut them off, if so how

No. Unless the toes are causing problems I do not believe you need to do anything. In time the dead tissue will drop off.
 
Recently I watched a TV show where a pig had an extra toe/hoof. The vet put a tight band around it to cut off circulation. In time the extra "part" dropped off. Something similar is done when castrating sheep.

Is it possible that the chicken just got nerve damage that made the toes numb without killing all the tissue? I'd keep an eye out for signs of infection. If infection sets in, you may need to depending on how bad it is but try to keep any open wound the string may have caused clean.

I would just leave the toes on unless they start to rot and you're worried about the healthy flesh. It looks to me like they'll be fine twisted around.
