95% sure it's not angel wing, AAgel wing effects the left wing first.

I think it's probably just the awkward way the feathers are growing in right now and would give it some time. Make sure the little one has a good quality feed, and keep an eye on it.

I might be totally wrong here, but that looks normal to me. I have only raised about 50 chicks over the years, but lots of times the feathering has been uneven as it is coming in. My bantam cochin roos had funky feathers when they were growing in and they are just beautiful now.
