I have my chicks on newspaper and paper towels right now. They are less than one week old. When should I switch to shavings?

I am literally cleaning the cage four times a day. Will shavings reduce the amount of times I must clean the cage?

I think they only have to be on paper towels for a couple of days. I would go ahead and switch them to the shavings now.
