I have 3 "red pullets" from TSC that are right at 20 weeks old. They have not started laying yet, but have combs and wattles like your chickens "not in question". I was concerned they might be roosters due to their combs being larger than others I have that are laying. But they do squat and don't crow, so maybe they are OK.

Do rooster tail feathers/combs develop later?

I thought it was a hen too , but the comb got me thinking ! The other chicken doesnt show it yet .

Hen, no question. I have 2 RIRs hens with bigger combs than that. The tail says hen too,looks like praying hands to me.
