Any chance this is a hen?

He probably doesn't crow because the other ones do, a more submissive or less mature rooster won't crow when there are others 'above' him.
:goodpost: An alpha roo will beat up a lessor roo if it dares to crow .
Tell that to the 25 cockerels in my stag pen. They just jump put of the way of the aggressor and continue their crow... most of the time not even breaking beat!

I have had boys as young as 4 weeks crow, a Silkie. My oldest so far was around 38 weeks, a bantam Polish.... My first hen to crow was about two years old! :)

To me it is an individual thing when any will start to crow. While it is something that's ingrained to them... it's also a learned behavior relevant to their own personality as to what things they will respond to and how often they will vocalize. Boys that have never heard another crow might take a little longer to find their voice... or not.

The more birds I keep and the longer I keep them... the more they dispel myths and shock me with some of their behaviors.... yep... some hens crow, some roosters will sit on eggs, they are willing to raise other species babies when broody, and "roosters" CAN and do live together... and usually protect the young including finding snacks and such! :love
