That is exactly what it means. Save up for triple panes.

We had the same problem you showed at our old house with quality double pane windows and double cell shades. If we left the shades down (common at night) no heat from the house got to the windows and we would get condensation or ice depending on how cold it was outside.

And I’m down here wearing shorts and tank tops, swatting mosquitoes and Mayflies!

Some versions can be set up to run some Microsoft programs but no, the various Linux operating systems are usually free and are not connected to Microsoft. It helps to be computer literate to use Linux.

There is lots of information on Google. There are many different versions of Linux. Research them all before deciding on which to choose.

There are some Internet sites that are now selling computers with some version of Linux installed.
