If you only have 24 hours to contact I'd go down to the office. Phone calls are often NOT documented and if it's not documented then it doesn't count should you end up in court. Double check your codes, it's entirely possible that the code recently changed and now they're going through and notifying anyone the know has them... but you should also ask about grandfathering if that's the case.

Thank you for all the support, I think I have found a loophole. Let me know what you think. CA state has a law called Right to Farm and it includes chickens and fowl. Since I sell my eggs it is a viable farm usage and covered under the law, it also states that cities and counties cannot override the law. It does state that the farm has to have been in operation for 3 years, but since I have been growing "crops" for over 3 years without complaint then I feel I am entitled to keep my chickens under state law. I am going to bring this up if animal control comes back. I am going to get rid of my coturnix quail for appease my neighbors who complained about the noise. Wish me luck.
