I spend a lot of time in the woods and have even had a rabies alert in my county. Even so, I realize the chances of getting bitten and dying from rabies is so remote that it almost non-existent. Something to be aware of, but not afraid of. Most odd acting animals do have some problem, though the chances of it being rabies vs distempter, mange, infection or a dozen other pathogens is very remote. In this case, the problem seems to be that it may not be mature enough to be out on its own. Seems like it's using the chicken as a mother substitute. Probably needs some food and water, unless it has been eating the chicken's. I wouldn't stick my finger in its mouth, but I wouldn't shoot it either.

By the way, skunks do not hibernate. They may den up for awhile in severe weather, but they are not a hibernating mammal.
