Remember YOU can do whenever you want- she has to wait for you, if she constantly has to hold it longer then she should she could develop UTI's.
It is very hard to place little dogs that 'have accident' problems in good homes.

OK, here's the thing, my guide dog puppy was either crated, leashed or supervised in a fenced area- after he was 100% housebroken he was allowed off leash.
He had a schedule for 'go busy' and a command. Even though he was a lab, and at 2.5 years (when he left us) and he -could- hold it more then twelve hours.
He went out:
~ when we got up
~after he ate
~At human lunch time
~after he ate
~before bed
Also
~any time he arrived from a car to a place (apparently car rides causes needing to go *shrug*)
AND any other time he asked to go out besides... he was put into the crate if he asked to go out but didn't go- he was always taken 'to busy' on a leash and taken to the same area (when in out yard).
If he went, he got verbal and or physical praise.
If he didn't he was returned inside to his create (for 20-30 min) then back on leash.
He was NEVER 'allowed' (yes he managed three times to my knowledge) to lift his leg- he was "intact" but had to squat to pee (easier done as a puppy- knock the leg down (gently) and say no, move away from object he was trying to mark on then told 'go busy') He was not allowed to pee near objects.
He had a grand total of two accidents in the house (after 6 months age) - both human error
