Anyone know how to identify this budgie is male/female and the age?

This budgie is less than 70 days old and is a male bird, as cere at first pale purple, before turn blue.
Bars on forehead will be broken during post juvenile moult, as new white adult feathers replace black-tipped juvenile feathers.

As I studied moults of budgerigars in 1990s, I learnt that juvenile budgies start body moult by shed juvenile forehead, nape, cheek patch feathers at 70-75 days old, and shed juvenile middle primary feathers 6th (I count outward) at 90-100 days old, and finishes body moult and wing moult at 7 month old, take 110 to 120 days to renew all body feathers & 8 primary feathers.
At 7 month old the young budgies are capable of breeding.
