Talk to them and then offer some eggs! Be the nice neighbor who just wants whats best of her chickens, and her community, but also doesn't want to spend a fortune. This acutely isn't a bad idea!

I'm not sure how you assess the cost of privacy fence to 10K. They are not that expensive and easy to install yourself. It's not acting like the run it's merely to block view from road to your birds. If your neighbor allows, as you state your entire yard is little over 50' wide, fence from back corner of your house to their house. What's that? Four 8ft panels and another to cut in half to make a gate for them and you each end.
