Are my chicks dying

OMG.... you are cooking them! They are trying to avoid the heat from the bulb!

We don't know that yet since we do not know the temperatures at play here.

Not if the bulb is heating the entire brooder to a high temp. What is the temp under the bulb, and what is the temp in the coolest spot of the brooder?

Under bulb direct 90 to 100. 6 inches away 80 2 to 3 feet 60 and less

Well that is good news. That being said, if the heat plate is big enough for them, I would ditch the bulb. Or raise it so that the hot spot is a lot cooler. Maybe 70-80 degrees if you really are worried about the room temps being so low.

Unbelievable. I checked again (and every 30 minutes since orig post) and they are now walking and eating like nothing happened. Also earlier i bit the bullet a d did butt checks and removed bands. Since i figured better to freak them out once rather than twice.
I am a newbie wreck. Worried about everything sorry. Is there an age which we pass this crisis stage. They semm incredibly fragile and a little "not too smart"

Unless that particular heat plate says it cannot work in 40 degree temps, it's better to ditch the heat lamp completely and rely on the plate. Chicks have more issues overheating than being slightly cool. They're not as fragile as people think, they can figure out how to regulate their own temperatures to their liking as long as they're allowed to do so.

By three weeks old they’re like freaking teenagers

Just to reassure you, I have raised two batches of chicks in my garage (50 degrees) with only a heat plate and they did great!
I also had some outside in the coop with the heat plate and they also did great.
The heat plate is similar to a hen in that the chicks go to warm up if they feel cold and then they go back out.
I’ve noticed that they feather out a lot quicker if they have a heat plate but the room temp is cooler.

I think everyone worries! And you're a good "mom" to be checking in and asking questions In those first few days it seems almost impossible that chicks could ever survive in the wild without human intervention.
