Are quails poultry?

Are quails poultry? I wondering if I am allowed to keep them. Here are the exact words on the township website:
Chickens:
The keeping of chickens (poultry) is regulated by the Township's Zoning Bylaw. Zones that allow for agricultural use are permitted to keep chickens (poultry). The keeping of chickens (poultry) is not permitted in residential zones.

I live in the residential zones.

In many cases the answer is actually "no, they are not poultry." Depending on HOW you keep them, they are often classified as a pet bird just like a parakeet.
 
I keep 3 of them in a baby's playpen with a net on the top to prevent them from flying out.

Quail are I believe the urban farm bird. No one will really ever know you have them. I would not worry about ordinances for chickens being applied to quail.
It really depends on where you are. In my town, chicken laws do not apply to quail. There are, however, city ordinances that say you can't have more than 20 birds total.
