Are these cockerels?

The white one does some kind of crow like sound every morning and they have some stand offs.
Both are 14 weeks old. One Rhode Island White and one Buff Orpington

I think the BO is a male. My BO was supposed sexed from mpc and here she is at around 3.5 months with a very small comb... (I'm no expert though and I keep changing my mind about the genders of my younger chickens).

These are our first chickens, so I'm really curious about what you're seeing that makes you think roos. The RIW was the dominant one of the younger group we just moved in with 5 older pullets. He has started making this odd sound every morning, and I've been worried about how big he is and how red his comb is for such a young bird. Then I started noticing that he was pecking at the back of the neck of the 2 Banties who are the only ones who are laying, and I wondered if that was a pre-mating behavior. The BO has a redder & better developed comb than the other BO, and he has those soft curly tail feathers whereas the other BO has straight longer tail feathers. The two birds in question are also having stand-offs where they lock eyes, lower and raise their heads in unison, then raise up like they're going to fight.

Am I on the right track here? Are these all roo signs? Are there other signs you are also seeing? I'd hate to give them away if there's any chance they're going to be hens, but I have my doubts at this point!

My younger BCMs are having that same roo behavior but someone who has more history here says hens do that too. And the only female BCM I have, does do that, just not as much.

My BO, though, does have a straight tail very much like my female sex link.
