Are these RIR chicks both roos?

So my 2 RIR chicks are about 4 weeks old and one of them is already getting waddles and pinking up. My 7 week old Australorps, on the other hand, refuse to grow waddles or any kind of gender identifying features.

(I do suspect 2 Australorps are guaranteed roos)

Im curious if either of these RIRs are roos.

Need closer up pics of the comb and face, but from the photo i would say that the one in the front of the pics is a roo, and the one behind i cant tell..
However dont quote me 100%

The one in front has the larger comb and its starting to go pink around the base. You can see the waddles are starting to go red too. He didnt have a tail when i got him about 2 weeks ago, but its starting to come in. The bird in the back does have pink coming in at the waddles but they are significantly smaller and lighter in color. There is a little pink around the comb but not much. Ill try and get some pictures here soon, Im on hold on the phone lol
