Sounds like something beyond my capabilities to build. Like way beyond. But thanks for the response. :)
Check out some of the YT videos of people building them -- different ways - low cost cattle panel hoops on EdibleAcres, more planned like Justin Rhodes, Sow the Land, and I think Homestead Traditions. EDIT * Living Traditions Homestead *.

Take what you can and apply parts that work for you - especially check out the wiggle wire system (see at Greenhouse Megastore, Farmtek or maybe Northern Greenhouse). And the woven laminated cover from Northern Greenhouse will last probably a decade (better than the 6 mil poly which might have a couple year warranty).

I'm singin' with ya' ---my one dog has been climbing the walls, monsoon or fireworks is the only time she gets to hop on the couch - half the time I have to go sleep on the couch with her so DH can rest since he gets up super early for work.

I hear you. My dogs woke me up at 2:45 because of some lightning and thunder, and the larger of the two, who seems to think he's a little lap dog, jumped on top of me. Thankfully I don't need to work today.
 
Over last 3 days we got 1.3" according to my rain guage - I spread pasture grass seed on a half acre paddock yesterday hoping for grass/hay instead of weeds and dirt to mow soon.
Finally got rain! So many times we got passed over but last night got 2 inches per the local rain stations, and I heard some hail early on in the storm.
