Exotic Newcastle is not the same; it is EXTREMELY virulent; but the antibodies produced by the vaccine for non-exotic Newcastle will trigger a positive result on a test for exposure to exotic newcastle. In 2002-3 nearly 4 millions birds were depopulated in California, Nevada, Arizona and Texas. Not only birds from flocks that tested positive, but also all birds within a 1 mile radius of a positive test. Whether or not eradication is the best means for controlling END is up for debate, but for now, that IS the way the US does it. And Exotic Newcastle is a federal, not a state issue.
