I thought they were not permitted in NLR. However, I stand corrected I just reread the code. It just says they can not run at large, which I would take to mean no flying.
Here is what else the code says. You must have a permit which costs $1 per year. Your property and enclosure must be inspected by the city health dept for permit approval. The enclosure must be 75' by airline measurement from any human inhabited structure or building. You must clean the coop every 3 days with bleach and bury the droppings. yeah right
