Firstly, this is their HELP page on broadcast issues if you haven't found it already....

Did you do the 'test' function in the user area of camstreams? That will tell you if you're setup correctly or not.
There are a couple of possibilities if it fails:
Firewall - you said your firewall is off, that's good
Do you have a wireless (or wired) router or does your cable modem plug directly into the PC where you are broadcasting? If you have a router, you'll probalby need to configure the ports on the router to allow traffic to flow on the port. They have info on the link page above, as well as links to a page that lists how to do it on the various most common routers.
Alternately (or in addition to) your ISP may block the default port. The Camstream I think uses port 80 by default? I can't remember exactly. Anyway, I had to change the default port because my ISP was blocking traffic on the default port configured in their canned encoder.
I ended up just using MS full version encoder and configuring it myself. There's info on THIS page about how to do that.
