Oh ya and report the store. Or if you don't know which store it was, tell animal control that there is a store in the vicinity who is advocating this, maybe they can go around and talk to a bunch of the stores?
 
I know how you feel if you are in Arkansas and have info on the lady or could identify her you can call the Arkansas game and fish they can put her in prison for up to five years for doing that the only way she can do anything like that is if she owns the pond, provides shelter for them and feeds them daily the game wardens around here take stuff like that very seriously and do welfare checks on ducks people keep as pets on their pond of more states were as strict as Arkansas about stuff like this there would be alot less ducklings dieing for no reason Iknow I am new to this board but when I read that I just had to post. I hope you have some luck getting something done about it or able to find the ducklings

OMG!

What a stupid, stupid, person she is! {edit} Clearly, she knew she was doing something bad if she felt like she should do it where there were less people to see her.

I would have asked her how in the world she knew there wouldn't be a problem these past 7 years??? Did she come back every day to check on the babies (who likely drowned or died from exposure before a predator could eat them)? Does she think it's ok to buy puppies at the pet store and just release them into the woods to fend for themselves? For the sake of the children with her I would have posed some serious questions... they need to understand that what she's doing is animal cruelty! She's not SAVING those babies from the feed store for heavens sake!

I would have asked which feed store, taken her description, her license plate and reported her to DNR. Then I would have taken those ducklings home... there's not a single person who could have talked me out of it.

Perhaps you could find out who owns the pond, and suggest/offer to put up signs warning that the dumping of domestic animals is illegal, cruel, a potential threat to wild populations etc.
