Aspen shavings make chicks lethargic?

An hour ago I decided to change my almost 2 week old chicks’ brooder bedding from paper towel to aspen shavings. I put a half inch layer down and put the chicks in. They started to peck at the shavings which are too big for them to eat. After 10 minutes they all lined up in a circle and started sleeping with their beaks slightly open, panting. They have been sleeping ever since. Usually they take snack breaks after 10 minutes of naps. I’m wondering if the shavings are making them lethargic? They also drank the water which has some shavings in it too.

I use Aspen shavings, exclusively! Never had a problem with the shavings.
If they are panting, I'd check the temperature at their level.
