I heard 7 months but I have several that are approaching that time, and not only are they not laying they are not very big. They are healthy, well fed/watered etc.

It depends on the breed. I have LF brahmas, 19 months old and I think they are finally finished growing.

I've looked but haven't found a chart or info on breed specific maturity...anyone have info on this?

It depends on the breed...and the individual within the breed. Of my three EE, one matured (and started laying) at 21 weeks, one at 26 weeks, one at 27 weeks. Even if you find a chart, it does not mean your bird will start laying at that time. Just like all kids start walking or talking at different times.
