at what point do I help?

I do NOT want to help, but how long could they stay like this? This little chick has not made any progress since at least 3am this morning (so almost 12 hours).
Is there anything I should watch for to know if it's having trouble?

My personal policy is that I don't help them until they've been pipped AT LEAST 28 hours.
