My SSS is Shoot, call the Sheriff and Sue for damages. I don't worry about repercussions from scarey neighbors because I'm a lot scarier and crazier than they are.

I live in the country...very rural... I have 2 large GSD's, but we built them a nice 400ft2 run and the only time they are off leash is supervised..

Dog owners who let their dogs roam unsupervised should be charged.

UPDATE: I have the copies of the police reports and the papers to fill out for small claims court. I will turn them in on Monday and will let you when the court date is. Wish me luck.
