What is his breed, and what is your general location?

Leave it alone. Don't bring him inside. That will be even more detrimental. However, you need to address the reason why he got frost bite in the first place. What are your "cold temps"? How much ventilation in your coop (sq. feet of ventilation)? How many birds, What are the dimensions of your coop L x W x H? A coop needs to have ventilation = to at least 10% of the floor space or 1 s.f./bird. There needs to be at least 4 s.f. of open floor space/bird.

I'm guessing you have a coop management issue that has contributed to his frost bite. Let's look at that.
 
That is just it. In the mornings it has been 12 degrees. Sometimes. On other days, it is like 50 degrees outside. It's been so up and down this year.
