Austin, TX: Does anyone here TRULY know how many hens you may keep?

I live in Austin, and while I don't have a roo, our next door neighbor has at least 6 roosters. They start crowing at around 2 am every morning and go all through the daylight hours. Now, it doesn't bother me, but I know it really annoys my other neighbors...
