Yeah but you'd get low hatch rates.
I've tried making them ( in the process if making one now, a proper cabinate incubator though) my first attempt was a ply wood covered foam box with a light and dimmer nob thing. I had to be adjusting it all the time though. I put some guinea fowl eggs in there but bought a proper incubator half way through the incubation and swapt them over. Most of them hatched.
