I just highly recommend that buyers do their homework on sellers that they plan on buying from.

Yes, the skin under the wing is black. They definitely have the fibro gene. Now the big question is to breed them or not.

I also bought some eggs from that Ebay seller. In my case I bought cross bred eggs and I knew they were not pure when I bought them so I was not dissappointed. I had a large hatch rate which was great for shipped eggs but all my chicks came out like your striped ones. Since I did not expect solid black birds I was not dissappointed but I can honestly say they are some of my favorite birds now. The best personalities, the roosters almost never crow, and the pullets started laying at 4 months!
They may be mutts but they are great mutts.
I have a feeling that you got some of the crossbreds that they often sell on Ebay. I have never bought their purebreds but I have bought "purebred" Cemai's from other Ebay sellers and have always been dissappointed.
