My daughters eggs started hatching this morning and there is a chick that is still attached to the bottom half of the shell.
It looks to be under developed around the neck and wings we can almost see all the way through it.

It has however absorbed most I the yolk sac but it is moving around the incubator dragging the shell behind it. Considering that it can hardly move to begin with. What should we do?

It's not uncommon for the shell to get stuck to the chick. If you think the yolk is completley absorbed then you should remove the chick from the incubator and VERY carefully take off small pieces of shell at a time. If a little stays stuck it will fall off in a few days. The main thing is to get it free to start standing up and walking. Always work under a light or someplace warm so the chick doesn't get chilled.

There are 14 eggs left that have not hatched and they are on there 24 day in the incubator. Is it possible that they may still hatch?

The temperature was too low--You need to raise the temperature by at least half of a degree.

Calibrate using a good thermometer like a Brinsea Spot check.

At day 24, they will have problems related to incubating at too low of a temperature.

This will help:

Thanks. We did have another hatch last night or early this morning. I am going to float them and put the ones that move back in the incubator for a while longer.
I won't get my hopes up since I may have bought eggs that were handled improperly before I picked them up and now know where not to buy them from again.
Most of them did have detatched air cells when I got them and we did the best to try to correct that when we set them
