Baby duck no progress!!!

I have a baby duck that has been trying for almost 16 hours to hatch the rest of the way. She won't spin to zip and shes cheeping less and less. The blood vessels are so small that they're barely there and I've been keep her membrane damp to help because it got crunchy. When should I step in? I know I'm not supposed to, but I'm scared she going to die!
What can I do to help her safely!?

What are you counting the 16 hours from? Is it from the time that it externally pipped? If yes, ducks often take 24 to even 48 hours from the time they externally pip to when they have finished absorbing and are ready to zip and hatch.

Yes from first pip. The membrane around the pip is still intact like it hasn't broken through. She can't turn and is cheeping like crazy, so I'm scared she in distress. I don't want to touch her and hurt her so I'm just trying to keep it moist ever few hours.

It's not that she can't turn, it's that she's not trying to turn. They don't externally pip and then immediately start zipping to get out. They pip so they can breathe, then finish absorbing everything, which takes up to 48 hours.

She, at this point, probably is just absorbing and doesn't need any help. However, you can read this article to familiarize yourself with how to assist a hatch, in case it does come to that.

Thank you so much! I helped her a tiny bit, but she seems to be doing okay

She's still in membrane, she broke a ton of her shell off, but not through the membrane and it has a bunch of veins on it, so I'm not helping her make a bigger hole in that. I have kept her in a damp paper towel to keep her from drying out and getting shrink wrapped. I'm letting her finish absorbing the yolk, since I can see it in there where her shell is missing. Hopefully she'll finish soon and with get out by herself without assistance since there's a big hole in her shell. I don't know why or how she got a lot of her shell off but only a small hole in the membrane, but I'm hoping she'll pull through. The coconut oil and paper towel are definitely helping keep the membrane hydrated though!
