I don't know it doesn't try moving unless you uncurl its neck then it just curls back up it doesn't try moving and i've dipped its beak in water it does nothing but lay there

Will it recover or should i cull it is there anything i can do to help it
I've seen this before in a couple of mine. One was curled because it had a massive infection, the other had a deformity. You could try making a neck brace, or maybe try some b and e vitamins.

Before you cull, I'd like to hear what @WVduckchick , @Pyxis, @Ravynscroft , @Miss Lydia , and @Amiga have to say.
