Baby Duckling

I can’t really tell either. But it should definitely not be pulled. Is the duckling trying to move around?
I would have left it in the incubator for a while. If the brooder temperature isn’t perfect and the duckling can’t move around much, it could overheat or chill.

I haven't had to deal with this yet but I think it might actually be better to leave it in the bator. Possibly in a padded cup, in a more upright position so it can't move much.

It needs time to absorb the yolk.

It can’t move much as wrapped up in Muslin and is quacking a little and incubator was drying it out and feathers were stiff they now soft like should be and drinking from pipet

Do I give this duckling food?

You could try drizzling a bit of water on its bill, but I wouldn't force feed until its up and moving around well. Did you get it detached from the shell? How is it acting now?
 
It’s still attached unfortunately but moving about trying to get up. It’s drinking from a pipet
 
Also if I cut the very thin umbilical cord and there is still a very small amount of stuff not absorbed I get a wet paper towel, hold the bird on its back in my hand and massage it slowly/gently to push it in. If you talk to the bird and encourage it to peep at you it helps too. I spray the navel with verimyicin. I have saved many birds by doing this, my incubator was to blame, I've recently discovered it and bought new incubators. This won't be a popular post but that's just the way it is.
