Baby quail with their head between their legs

I have a baby quail, about 1 week old, that now has its head between its legs. I thought it was wry neck, but had the same issue 2 hatches ago. The issue starts just after moving from inside to an outside area. I use the same tote for a brooder, just move locations. I used vitamin E to help treat the first bird, and it didn't help. It started walking backward, and eventually just rolled around, and couldn't eat or drink without my help.
I don't think it is wry neck, but am going to try poly-vi-sol next. I have vitamins in the water that I use for my meat birds, and feed 24% non medicated feed.
Could it be genetic? I am having issues with survival rates, and am in the learning process. I have raised chickens for years, and just started incubating. I took this picture this morning, it is the closest one. Any help would be appreciated.

Are you sure this one has been eating?
I don't think 24% is good enough for baby quail.

Can you get a picture of the feed bag and feed tag?
 
I think it is a Head Boink injury. They are all eating fine and gaining weight. I can't get any fed in my area higher than 24%. If anyone knows what I can add to their diet to increase protien, let me know. I think the birds are being scared when I turn the light on, and are jumping up and hitting their head. Ihave altered my entrance into their room now to reduce injury.
