Baby with not right looking wing.

I have a little guy who is I think around 3weeks of age...at the point of the pin feathers all shedding out and such. However the one wing's feathers are still in the pin stage for the most part and do not lay down properly...instead of laying down flat against the body they stick out at an odd angle...not sure if that makes sense. Think I might have to take a pic. Never seen this in my 20 years of breeding...I know the wing is not broken nor has been...Anyone?
 
Yeah...I was thinking that when I posted the last thing...but I think with chickens since its like a frizzle Cochin and frizzle polish..That sometimes if you have two non Cochin and or polish mate you can sometimes end up with a frizzle anyway or something...the way the genetics work are different.....I can't breed to owls and get a frillback...However I guess maybe their could be some weird genetic throw back to Chinese owls have frilly wings, since the feathers are kind of that way to begin with...I've had one with webbed toes before...so upon thinking way to much about it Goldfrinches had a point..lol...However I don't think thats the problem
