I live in California. I never heard of any such crazy idea of banning backyard flocks. More and more communities have been passing laws or codes to allow for it, not make it illegal.
Many local papers and news stories up and down California over the last few months have mentioned the increase in interest in keeping small backyard flocks, not banning them. This is mainly due to the passage of a law in Nov., Prop. 2, that will ban battery cages used in the commercial poultry industry in Calif. by 2011. Many folks are expecting the price of eggs to go even higher or we will have to get our cheaper eggs imported from out of state.

Swampwater has a pretty good list of our communities codes in regards to poultry keeping. Thanks for posting it.
