Bag Balm, how and when to apply

I posted a thread a week or so ago about other options other than bag balm but i finaly found some! I have a moscovy who got bad frost bite on her feet. I read that bag balm is good for the recovery. But i also read not to rub, dab or wipe it on as its painfull and can harm them.

So how would i apply the balm? Also should i wait until the weather gets warmer? i would probably give an epsom salt bath on the feet but i wouldnt want to bring her in the house just to put her back outside in the below 0 celcius.
 
I have read that applying a balm or an ointment to already frostbitten tissue is a bad idea, since it can cause more damage. This was from those whose chickens who had experienced frostbite on combs, wattles, or feet. If you cannot bring her in, I would just leave it. Or apply iodine during a day that is not below freezing. Many people use Bag Balm or Vaseline BEFORE frost bite, but it appears to be harmful after frostbite.
