You still MIGHT be able to get away with Silkies because they don't look at all like chickens...
You can teach a chicken to walk on a leash also and they're also quieter than parrots.

I had NO idea how lucky I am. our city attorney raises chickens and is in total support of having poultry in town, so we don't have a problem. I feel for you, though!
