To answer the Original Poster's question:

Baiting hawks is not only illegal, but ineffective. Hawks have very large ranges (miles) that they use daily and simply trying to lure one to a certain part of your property does not at all protect the rest of your property. In fact even if you were successful in luring one away, you have still caused it to find food on your property and it will be back. Encourage crows, jays, mockingbirds and other large songbirds that might help drive away hawks if you'd like. Otherwise your best course of action is prevention, by keeping your chickens secure, and enjoy the pest control that the hawk provides.
