Bald backs

My celadon hatch has a bunch of birds with bald backs. This started when they were about 2-3 weeks old, and doesn't seem to be getting better. I don't see any mites or anything, and the person I got the eggs from thinks that they're picking on each other. I've never had this before, though. Any ideas?

If you could watch them and figure out who us doing the plucking, you could seperate him/her for a little bit and see if that helps. Chicken saddles and painless peepers May be an option when they get older? And fester plucking is often caused by boredom if they don’t have enough room, or they are just figuring out the pecking order.
 
I agree that it is feather picking/plucking. How much space do they have ?
They have about 25 square feet, but there are close to 40 teens in there. This is my grow out pen. I would guess that close to 30 of them have bald backs.

I'll try giving them some more toys and maybe put some of them in my coop to spread them out a bit more.
